Built on integrity and
quality workmanship

APS is a family owned civil construction company based in Pakenham, with a team of 25 and our own fleet of plant. We specialise in local government work across South East Melbourne, the Mornington Peninsula and Gippsland delivering concrete, civil, drainage and open space services to councils across the region.

"I started APS in 2011 with a clear goal: deliver quality civil and drainage work, on time, with minimal fuss for the client. That goal hasn't changed as we've grown. We still approach every project the same way, assess the site conditions, develop a solution that actually works for that specific job, and get it done to a standard we're proud of. Local government projects require a particular kind of contractor, one who understands council processes, communicates without needing to be chased, and can be trusted to manage a live site without constant council team involvement."

Why Choose APS Drainage & Civil

We work almost exclusively with councils, which means we understand council procurement, contract conditions, and the expectations that come with
delivering on public assets and shared community spaces across South-East Melbourne, the Mornington Peninsula and Gippsland regions..

Experienced & Professional

Licensed and registered plumbers, backed by a multiskilled team of concreters, civil workers and plant operators. Across the crew we hold tickets in confined space entry, MRWA sewer laying, trenching and shoring, plant operations and Melbourne Water environmental training, so we can self-deliver across all four service areas without relying on subcontractors.

We manage projects from the first site visit through to final reinstatement, with minimal input required from the council team. Our team communicates
proactively, flags issues early, and keeps the programme moving.

Site Specific Solutions

We don’t apply a standard approach to every job. Before we price a project, we look at the site conditions, the constraints, and what the finished
product actually needs to do. That means fewer surprises during construction and better outcomes for the council and the community.

Frequently Asked Questions

Below are the questions we hear most often from councils, project managers and contractors weighing up working with us. If we haven’t covered yours, get in touch and we’ll come back to you within one business day.

We work with councils across South East Melbourne and the Mornington Peninsula. Our yard is in Pakenham, and we hold annual supply agreements with multiple councils across the region.

We deliver concrete, civil, drainage and open space works for local government. From kerb and channel through to stormwater infrastructure, road safety platforms and parkland upgrades, our crews handle the full scope.

We work almost exclusively with councils. That focus is deliberate, our team, plant and processes are all set up for the way local government runs projects.

Our plant is owned and maintained in-house. That includes excavators, tippers, bobcats and our combined drain cleaner and hydro excavation unit (combi truck), which means we mobilise quickly without waiting on subcontractors.

Yes. Our team is multi-skilled across drainage, concrete, civil and earthworks, and we self-perform on most contracts. That removes the coordination delays that come with managing multiple subcontractors on the same job.

We are Civil Contractors Federation Victoria members, Stormwater Victoria members, CCF Code and Management Systems accredited, and hold a Melbourne Water Permit to Work. The team carries the full suite of tickets including MRWA Sewer Laying, confined space entry, trenching and shoring, and plant operator credentials.

Yes. Project management and maintenance services run across all four of our service categories. We manage works end to end, and we maintain assets after handover.
